Submitted as a SW application to Buffalo.
The checklist in the visa office specific forms section says -
"Original transcripts of all degress must be submitted in university sealed envelopes" whereas the returned application stated
"Open all envelopes including transcripts, police certificates, etc".
Will resubmit again after opening the envelopes though i thought i´d confirm in this forum if there are any thoughts on the above.
The other 2 reasons for returning the application seem to have been -
"Not applicable" not immediately visible in the Millitary experience section.
Overlap in the dates for education/experience since some of it was part time in the same company. May have to put in a detailed letter clarifying the above.
Hope the above information is useful for others who are preparing their application.
Any thoughts appreciated.

Sorry to hear that 131.21, I guess what happened to you is what everybody fears at the begining, good luck with your new app and lets hope next time they go by what they ask in their webpage I bet you are pissed about it I would be, if at the end all we do is follow directions it would be nice if they gave as the right ones.
I sent our app by the end of May and still haven´t heard a word from them (Mexico City office), starting to get desperate.
Good luck again and cheer up.

Make sure your opened transcripts are invidually certified, otherwise they will again return your application.

I submitted my application with content page (each set of document was placed in seperate transparent pockets) and explanation those documents which might raise queries.
But I definitely submitted my transcipts in sealed envelope

1. Divide all enclosed documents and put a cover letter to each to explain what these are.

Opening sealed, official transcipts invalidates their "officialness" - I also sent mine sealed but in files with a notation as to what the contents in each file were.

I am also facing the same problem. They returned my application twice for two other reasons excluding
"Open all envelopes including transcripts, police certificates, etc".
I posted for the third time without openin the envelopes. If they return probably I will follow Billy and Bob´s advice.
