Subject: 2 years and still waiting...
  It´s been 2 years since I applied for PR at the Buffalo office, NY. At the time I was living in Canada. I have send the Buffalo office numerous emails but all they come back to me is "your file is waiting to be looked at by an officer. At this time we won´t be able to give you a definate date as to how long it might take"

Any comments on this? I haven´t requested for CAIPS notes, do you think I should? Would that speed up the process?

I also haven´t changed my address. I have given a Toronto address and now I am in India? Do you think I should change the address or wait till they contact me?

Apply for your CAIPS Notes and see if any screening process is pending. It might be your education, experience, or your personal history that you provided them with. That might shed some light.

Thanks Sidharth! I will request for CAIPS notes. Do you know how long it might take to hear from them?
At this time even though I live in India, I am maintaining a Toronto address. Do you think I should update them with my current address and job status (given I am in India)?
If I do, will they ship my file to India with the unending waiting period as a ´bonus´?

500,000 ( 5 hundred thousand) cases pending worldwide. Now guess how long it would take, wait another 3 yrs.

Authorise someone in Canada to seek your CAIPS notes and you will get the file within 45 days max. And in my opinion, it is wise to update your file with your present whereabouts and employment. If they want to transfer your file, they won´t do it without your asking for it. Give them a complete update.

If this helps you feel better, I am in same position as you. I applied in March 2004 got my AOR in a month, and have been waiting to hear more since then...

Just like you everytime I enquired about my case all I got was "your file is waiting to be looked at by an officer. At this time we won?t be able to give you a definate date as to how long it might take"

Here is a suggestion.

Don´t overwhelm CIC with emails. Write once every 4 months only, very politely.

All you emails are recorded and read - so don´t feel that it is lost. I was in similar situation and last phase went so fast I could not believe. I have the visa with me and I´m making plans to finally land.
