Subject: how to withdraw?
  Hi
My brother applied for my parents. He did not have enough information before applying. Recenly he found that he does not have enough income to apply for both. So, he called to immigration to withdraw application for one. he expained why he wanted to withdraw but he did not get any clear direction from them. one time they told him to withdraw both and when he said he would do that then they said, its not that easy. Can anyone help?

I believe he needs to withdraw the full application and start again. However, to only sponsor one parent - how is this helping your parents. I think CIC would ask the same question.

What you do is complete the IMM 1344A Application to Sponsor and Undertaking form again and click the box to withdraw the application. They will refund all money minus the $75.00

Another option is if he is married to include his spouse as a co-signer & her income + his could be enough to meet the LICO.

Another thing is to realize that in two or three years when they check revenue Canada again he may be making sufficent income then. Its when they get ready to process Miss. CPC check the income as well when the visa post gets ready to process the Visa Officer again checks the income with Revenue Canada.
