From the official canadian site showing "approximate processing time" i found that the first 30 % of the applications submitted to different Canadian offices were processed in the following order.
Sydney(9-13months) > Berlin (13-14months) > London(18-23months) > Colombo (8 -24months) > New Delhi(36-48months) > Beijing (42-49months)
I have two questions regarding this.
1) Can i submit my application to the CIC office of my choice?
2) I am currently staying in Middle East( UAE/KSA/Bahrin). Is it wise for me to apply to the Sydney office based on their lowest processing time?
Can someone help?

For example, you can apply in Sidney if you are an Australian Citizen or you have a valid visa to stay there (also Bora Bora, Cook Islands, Fiji, French Polynesia, Kiribati, Nauru, New Caledonia, New Zealand, Niue Island, Norfolk Island, Papua New Guinea, Pitcairn Island, Samoa (American), Samoa (Western), Solomon Islands, Tahiti, Tonga, Tuvalu, Vanuatu, Wallis)

Note that some missions are responsible for many countries.
