Can a person be living in Canada on a student visa at the same time as their application for PR is being processed? And if so can they be work while they are attending school?

The answer is YES
And if so can they be work while they are attending school?
The answer is YES, however you need to apply for a work permit first.
And if they are offered a job pertaining for after they finish their schooling what is the process for getting to stay and take the job?
Yes, when you graduate, you will be eligible for a one year work permit.
