I live in the US. Can I visit Canada while I wait for the IA. More importantly, since I need a visa to visit Canada, can I get one?

you need to build a strong body of evidence to persuade the IO that you will return to the US after you visit. If you can do that, they will issue you a visitors visa. If you can´t... they are free to decline you.
contract for your job, lease for your accomodations, bank account, family, information about where you are going and why etc.

I am in the same situation as you are in. I was able to get a visitors visa from Seattle and travel to Vancouver on the July 4 long weekend.

Its easy enough - you just need a good reason why you need to go and why it will be temporary - I´ve done it more than once

got a multiple visa till jan 39th 2007.
as long as u can satisfy the visa officer .
