You have to apply at your Visa Post or at a Visa Post in a country where you have been legally admitted for a year. See regulation 11.
Depending on your visa post processing times I would suggest that you try to obtain a PNP certificate while your in Canada. Provincial Nominee Programs average 8 months processing from most visa posts.

right now i am not in canada but planning to be there next month ..after arriving there can i apply for immigration visa under skilled immigration programme ?

If your going to canada for a visit you can´t apply from canada. However if you are entering canada on work/study permit valid for more than one year you are eligible to apply from buffalo(CIC dealing applicants from canada). Otherwise you have to apply from your country of origin.

Thanks Scient scientist ,can u tel me if there is any institute where i study business addministration or similar course but cheap in price ,because looking for a job since long time but couldnt get any job ,if there is any other way to be in canada and get a j0b ?plz help me

The concerning thing is where you get the chance, coz at Masters level most of the CAN colleges want CGPA of around 3.00+ and a GMAT.
