hello
hier is my wondering. i have receive pr card and i would like to go back for two semesters to usa to complete my degree of masters. can i stay one year straight without returning to canada. by doing that is it going to affect my pr status. please please i need your advises

You have to visit canada every 6 months PLUS u have to fulfill the rule of staying in canada a total of 3 yrs in a 5 yrs period

That´s not entirely true. Recent legislation eliminated the 6 month visit requirement. You just have to reside in Canada for 2 out every 5 years, not 3 out of 5. This is from the CIC web site:

Permanent Residence Obligations:

Here is what you must do to comply with your residency obligations.

You must accumulate two years of physical presence in Canada in every five-year period. You can also count Canadian residency days if you are outside Canada for an extended period of time for one of the following reasons:

* You are accompanying your Canadian-citizen spouse or common-law partner.
* You are a child accompanying a Canadian-citizen parent.
* You are employed on a full-time basis by a Canadian business, the Public Service of Canada or the public service of a Canadian province.
* You are accompanying your permanent resident spouse or common-law partner who is also outside Canada and who is employed on a full-time basis by a Canadian business, the Public Service of Canada or the public service of a Canadian province.
* You are a child accompanying a permanent resident parent who is outside Canada and employed on a full-time basis by a Canadian business, the Public Service of Canada or the public service of a Canadian province.

do not count on the 2/5 year rule remaining much longer. There is a big discussion in Canada that our passport is being abused. The residency requirment could easily increase.

Maybe so, but I don´t believe such talk is mainstream. CIC policies are intended to be reasonable and not unnecessarily restrictive either. Afterall, legislation reducing SW eligibility points from 75 to 67 was also intended to reduce the rigidity of prior requirements, and attract workers who otherwise could not qualify. One has to remember that Canada´s population and skilled worker class is not expanding as fast as the growing economy demands. Re-implementing such restrictions would not help in efforts to induce migration and retention of needed skilled workers. This was the thinking behind the new act.

WHAT´S NEW

Elimination of the concept of intent to abandon Canada The new Act establishes clear and objective criteria based on physical presence in Canada rather than on factors establishing intent not to abandon Canada.

Elimination of Returning Resident Permit Under the new Act, such permits will no longer be issued.

Longer absences from Canada Under the new Act, permanent residents may be outside of Canada for three years in every five-year period. This allows permanent residents and accompanying family members to be absent from Canada for longer periods of time without the risk of losing their status.

Determination of residency status Under the new Act, CIC officers abroad now have the authority to make decisions on whether a permanent resident has or has not satisfied their residency obligations.

I´m confused....
"Passport being abused".... Do Canadian PR´s get Canadian passport ? If no, then how can they abuse the passport if they don´t have it ?

Also,
Do Canadian PR´s who later become citizens (and get Canadian passport) still face the 2 out of 5 yrs restriction and in that respect are naturalized citizens treated differently ????

I´m not sure why the previous poster talked about passports either. The issue is about permanent resident´s obligations.
Once a Canadian citizen, no such restrictions exist, whether naturalized or not. A citizen can remain out of country indefinitely.
