HERE IS THE LICO IT IS ON PAGE 34 OF THE GUIDE FOR APPLICATION IN CANADA PARENTAL SPONSORSHIPS it should be in the outside of Canada guide and that is why you could not find it.
LICO is not a requirement when you are sponsoring a spouse or dependent child
Hope the information helped but before sponsoring a parent outside of Canada look at www,sponsoryourparents.ca if you can get them here do an Inland H&C application based on reunification of family and IP5 section 6.7 & 6.8

Thanks for reply. CIC have mentioned that´´ Canadiate meets also LICO. What is the reason to mention this in CAIPS? My wife and one child is part of my application. I didnt submit proof of fund. They have not asked for it. However, medicals reached CIC before two months. RPLF also reached during same time.
Apart from that, they have asked for SAUDI police clearance for myself and wife along with medicals. Unfortunaltely, we left saudi a year ago and now, myself in qatar and wife in india. we have lived in saudi for 6.5 yrs.So, i have submitted Qatar pcc+ RPLF+ indian pcc for my wife, along with updated IMM08 schedule 1/3.These documents have reached 20 days before. I have made a cover letter why i cant get saudi PCC as i left a year ago.Is there will be any probelm? CIC will start another back ground check. My caips shows back ground check started on 8/6/2005(obtained on 12/4/2006). I have lived in malaysia , india and saudi. Back ground check is still going on? Visa office is london.
Please advice.

i have been living with a canadian citizen for over 4 years now i am english. we want to put in the forms for common law partner the thing is that he gets $15,000 a year and i get $7,500. can he sponsor me if we put our money together, i have heard about low income cut off so does it apply to us.Please could you advise us of what to do and also tell us what papers we have to download to get started.

Income is not an issue when sponsoring a spouse as long as you can prove that there is little chance the applicant will not have to depend on welfare see section 39 of the act.
39. A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.
