I have recently come to Canada from the States and have obtained permanent residence. However, I wish to travel back for a short visit. I am not an American citizen, and I wonder if it is possible if I can go through with just a proof of permanent residence, or would I need to have a visa and the such? Thanks.

You need a visa to enter USA. Being a Canadian PR does not help.

Where can I get a visa? Do I have to go to the U.S. embassy? I am 17, so are there any limitations?

You will need to go to American Embassy ( I know there is one in Toronto) and apply for your visa. You need to provide them bunch of information, like you will come back in Canada, if you are minor, you will probably need to be with your parent or so.
What country are you originally from? Per example, if you are from UK you can just go with UK passport over the boarder.

I have a Soviet Union passport, I was born in Moscow, moved to the States, and am now in Canada.
