I got a letter from Buffalo asking for my passport. Is this mean I got it. I never got any letter stating that my app got accepted. I am confused.

To answer your question, I need some more info.
When did you apply?
Did you get a file number after applying?
Did they ask for medicals?
After you sent your medicals, they ask for passport. That means your case if approved.

About FBI Certificate and other certificates (in reply to: I got a letter from Buffalo asking for my pas...)
Hi there,
I received my medical papers and along with it came a request to submit certificates from FBI, UK Police and Indian Police.
My wife stayed at UK for quiet sometime and I stayed there for a couple of weeks. Now we don?t have any contacts there and we don?t know how to get a certificate from there? Has anyone faced similar situation? If So can you please let us know how to get these certificates. Or a guideline about how to get this certificate in general?
Another question is about Indian certificate. Where can we get these? The document which I received stated that Canadian consulate has commission in India and they can get similar document if they wish. Does this mean that I need not worry about it?

Go to the UK Embassy and Indian Embassy. They will tell you how to go about it.
