Try to get the mother into Canada on a CVV and then submit an application for Landing on Humanitarian and Compassionate grouds.
Family reunification being the coner stone of the IRPA.
You should use all the sections of the act listed on www.sponsoryourparents.ca and make sure you read the Inland Processing IP5 manuals especially section 6.7 & 5.26
