i.Is there an option to apply at a centre, other than Buffalo, in order to expedite PR application processing?
ii. Does CIC publish reasons (either on a website or thrugh publications)as to why they have such a huge backlog / delays in processing times .. and whether they are taking any steps to address these frustrating experience for prospective immigrants.

reply to #2 (in reply to: Immigration Processing Times for Skilled Workers) more people apply to immigrate than Canada is willing/able to accept each year. It is like rush hour on the freeway. The more cars/files on the road/in the Q... the slower it goes.
They get to you eventually. The alternatives might not be all that agreeable.
