AOR and Client id

Subject: AOR and Client id
  Hi there,

does everyone know if AOR and Client ID have different meanings in the PR process (SW category)?
I mean... all applicants receive AOR, but only "accepted" applicants have a Client ID...

Maybe it could be a silly question but after a year and half of waiting (and NO communication from CIC... NEVER!) I am searching for positive signs (but I start losing hope...)
