Work Visa for U.S. Citizen to Canada

Subject: Work Visa for U.S. Citizen to Canada
  Can someone please explain to me whether you must get a work visa through proof of employment (being offered a job) or if you can get a visa without work, and find a job once you arrive?

This is for someone coming to Canada from the U.S. They also have citizenship in Guatemala if that makes any difference.

Both Canadian and US citizens can work in some selected specialized categories as Engineers,Accountants.. in both countries under NAFTA treaty. That is called TN category.

They have to present Proof of US citizenship, Job offer letter in proper form, relavent educational/experience credentials etc. at the border before entering Canada then the visa will be approved (not warranted always).
