Subject: Simplified application process & IELTS
  To whom it may concern,

I have not taken the IELTS test yet. I would like to apply for the PR before I actually take the test.
In the application form you have to fill out PROVEN language skills.
In my case I should probably leave it blank. If I leave it blank then the application will be refused as incomplete.
What should I do, I don´t want to wait until I take the test.

With out IELTS not qualified for PR in Canada.

Student,
I bet your application will not be looked at straight away;). So you have time to apply, pass the test and send in the result to CIC as soon as you have it and ask them to "attach" it to your case.

My application was returned because it was not complete, so there is no advantage in sending an incomplete application as cic does not start processing it. Do what you need to do to have a complete application.
