Well, if you plan to apply now you will need to apply through Consulate in United States, depending upon where you now reside in U.S.

My partner and I hired Colin Singer. He is one of the best immigration attorneys in Canada. You cannot use a US atty because the representative must be certified in Canada. Be careful because there are so many thieves. Make sure they are a member of the professional legal and immigration advisor associations in Canada. We chose Mr. Singer because he is often quoted on Canadian Immigration matters in the Canadian press.

The fee is usually USD$1500 with most of it refunded if you are denied. You can also just download the application and do it yourself, but we favoured the attorney and are very pleased with the results. We are within five months of getting our visa. I hope this helps.

Also, if you apply through a consulate from US you will have your application processed a lot sooner than if one went through the Embassy channel in India.

Application in Buffalo for Indian´s take about 15-18 months from start-end. If interview then maybe another 4 months. You are looking at almost within your timeframe. Hoevever if you plan to return to India definately then you can start your process in India.
