I have a bachelors degree in Mechanical Engineering ( 4 Years ) and a Post Graduate Certificate In Marketing ( 1 Year ). How many points does that award me on the immigration scale ? Will it be counted as master with 17 years of education or not.

The rules are clear. You get points for University level granting institute. PG Diplomas or certificates don´t add up as additional year. Unfortunately you get points for undergraduate.
