Subject: I have 2 questions: 1. I am in US for 3 y...
  I have 2 questions:

1. I am in US for 3 years on J-1 visa. Can I apply for canadian immigration in US or I need to apply in US.

2. I had police certificate when I came to US. Do I need to get another certificate from my country.

Will it be okay if I obtain only one certificate from US and attach the old certificate from my country which I obtain ~ 3 years ago.

1. You can apply in USA if you legally stay for at least 1 year. Just send all the copy of INS paperwork or I-94 that shows the length of stay you have done.

2. I think you better make a new one, as the police clearance is only good for 3 months. I did mine also a year ago.

Thanks a lot for your reply. I appreciate this very much.

Should I wait for police certificate from my home country before submitting my applicatin or I can send the police certificate later as I know it is going to take a few months to obtain a new certificate.

I don´t know their rule now, back then, I had to enclose all the supporting docs along with my application & money order (fee).
If I were you, I will wait for the recent police cert from your country, though you still have to wait for FBI background check which takes 8-10 weeks.

you can get the card & fingerprinting at a private visa or passport services office, usually they do fingerprint. I just had mine a week ago and costs me $19 (plus $18 money order to US treasury) and send them with cover letter to the address.

I´m not expert on this situation, but I just told you based on my experience. goodluck.
