My applied PR for my father on Humantarian basis. I have not received the receipt from CIC and his TEMP visa going to expire on Nov 28. Should I apply for extension?

Apply for an extension whether you get it or not is another matter. Your H&C submissions should be a minimum of twenty pages so good luck. You must prove your dad deserves compassion and that he has unusual or undeserved or disproportionate hardship. Send yourself to a Doctor and get a letter that you are suffering because your worried about CIC sending your dad back.
