(in reply to: what is IA) Yes, during IA CIC normally decides whether you will be called for an interview or not. There is a potential for that, but not the rule. Sometimes people are called for an interview later in the process, whenever there is a point that needs clarified, or based on a random selection.
Rule of thumb in avoiding an interview is to send a neat application to CIC and not give them any opportunity to ask additional questions. Anticipate the questions they may ask and answer them in advance.

(in reply to: what is IA) Normally it is a good sign when CIC sends the medical forms. Your interview was probably waived. I may be wrong, just read the letter from CIC over and over, and when you´re done.. read it again. There may be a word about the interview (or not).
Sit tight, you are much closer to your PR than before September!
