I just received the passport request today from NY consulate.
Timeline:
Applied Jul 2005
AOR Jul 2005
IA Sept 2006 - Interview waived
Medicals and docs sent Nov 29, 2006
PPR - Dec 15, 2006
1) How long does it take to get the passport back? Is it safe to send it by mail?
2) Can I provide a different (than my residence) address in the US to receive the passport back?
3) Where can I get 4 photographs. Walmart and Wolf camera give only 2 copies (say need to 2 different pictures).

One week for my case, I used priority mail to send out, and put an paid express mail envolope inside, it is safe, since you have tracking number on it, it only took 5 days to get my passport back, you may use express mail for both as recommanded by CIC.
you have to write down the to: part of the paid envolope, so i think the different address does not matter.
Regard to photo, i took the picture using digital camera by myself, then send to Walmart, it only took me couple of dollar for whole family.
