Which city has the most job opportunities in IT field for a computer programmer in US?

Any large city in Canada will probably do. The larger the city, the better the odds. There is always a direct proportionality between a city´s size and its employment potential. It also depends on the type of programming you do. If your dev. platform is Visual Studio 2005, then you will likely find jobs almost anywhere. The need for older programming languages is degrading everywhere. Just start a few logical searches on the internet.. and I bet that in just a few days you will get the answers you are looking for.
