Thanks Uniden,
But I haven´t received any letters,yet.I just checked my Ecase and saw a new line stating that it was transferred to NY.I have been waiting for more than a year,so it is very disappointing that I still have to wait for IA if the delay you mentioned meant that they are going to process my application independently from Buffalo.

Tad,
I did not mention a delay per se, I said "may experience a delay in processing". You never know, your application may even process faster than in Buffalo. CIC transfers aplications in order to evenly spread the processing load among all visa offices. No reason to worry in advance.
