I am a veterinarian working in in kerala .I would like to file my immigration papers soon.I have taken toefl exam.Is it an acceptable test for immigration purpose.Is IELTS compulsory.Is there any other way to prove my language compentecy? Is a statememet from my superior indicating that i am well versed in Englisn suffice?

TOEFL is a recognized exam; however abstaining from giving the Canadian equivalant on basis of this may not be the right strategy.
Yes, write a letter of why you should be allowed to abstain from the test. Further write in hand, neatly and using straightforward simple english. You can mention about TOEFL; but that should not be the main defence. The main should be the use of language in day to day work; education; communication etc. Say that you love to listen to english music from very beginning - tell about your favorite singer, movies etc.
That should help you secure a exemption; but then again not a gaurantee,

Best option for you is to appear in IELTS. It is the only sure shot way to get the max points in English. Most of the applicants from India are asked to provide IELTS score. Make sure you get atleast 7 in all the sections. Remember you have to appear in the General section of the IELTS.
You can submit your application now, without the IELTS score, by providing written explanation of the use of English language and additional proof.
