Yes you can enter as a refugee and do a spousal sponsorship in theory.
You can apply to go on the space shuttle too.
Getting a work permit once you have gone through the process of being assessed to apply as a refugee claimant only takes a short time.
Applying as a spouse in Canada could take 8 months for stage one approval and another year before landing.
In that time your refugee hearing will come up cost at least $3,000.00 Canadian to be represented. Then you can file an application for leave to appeal average cost $2,300.00 Canadian.
Then if your application for leave to apopeal is approved the full appeal at least another $3,000.00 Canadian.
If called for a Pre Removal Risk Assessment minimum $1,000.00 Canadian, possible processing time three to five years without ever travelling outside of Canada.
To have a representative assist you with your spousal sponsorship doing the forms putting you and your partner through a preparation marriage interview then attending your marriage interview if necessary at least $2,000.00 Canadian.
Cost of doing your own spousal, common law conmjugal partner application (ZERO) processing time approximately six months depending on visa post to obtain your permanent resident status.
