i got ur reply about the refugee situation but i´am wondering if i change my application from refugee to a marriage coz my wife has a canadian citizen , why i need to pay all the cost you told me about ,or even go to a hearing . i mean my file is going to change from refugee to a married to a candian citizenship(that ´s what i understood from ur reply).

The better and more respectable way is to be sponsored outside of Canada and wait about six months and you come in Landed.
The other way is if you are found eligible to make a claim and then you abandon your claim because you switch it to a marriage application it will cause the removal process to kick in.
If the CIC officer finds your actions to be phony and your marriage not to be bona fide you will be on a plane out of Canada and your spouse will not be able to appeal the decison.
Your idea of making a refugee claim and switching it to a marriage application is an abuse of the system, but can be successful.
Your idea makes it very difficult for the real relationships that just happen when someone that has a strong basis for a refugee claim which is rejected who meets their sole mate at Home Depot or in a Laundry Mat or on a transit bus and they seek to remain because their marriage is real.
The change in public policy is because of several Federal Court decisions but I suggest you look at the H&C manuals in IP5 section 5.18 regarding marriage NOT be enough H&C factors. Maybe UNIDEN can help.
Here is the problem with your idea. You risk being rejected because you do not prove your marriage is genuine and it is not easy to prove a marriage is real just because you have a marriage license. There is no appeal allowed. The process will take about two years and you can not leave and re-enter Canada during that time frame.
You seem to want to be with your partner during the process and all can understand that. Arguements happen and relationships fail and you are saying not yours I know, heard it all before but it hapopens.
If your relationship fails before your landed and your sponsor gets angry with you and withdraws the sponsorship your toast. If your approved from an out of Canada overseas sponsorship and you arrived Landed and your relationship fails once your landed you have status so things are better for you under those circumstances.
