| Subject: principal applicant/guardianship of orphan brother |

my husband of 3 years with whom i have now two biological children and have been living mainly together in egypt since the beginning of the marriage has a 16 year old orphan brother of whom he has legal guardianship, as they are Egyptian there is no such thing as legal adoption. how do we add him on our application to sponsor what would be the best way to bring this brother with us as he is solely dependant on my husband and cic gives different answers everytime we call and no consultants have dealt with this matter before and we simply cant afford a lawyer...i am not emplyoyed because i was dependant on my husband mainly since i lived with him (he is a physician) although i just had two babies within ten months (crazy house here) obviously it is not logical that i could handle working right now to meet any special financial requirements.
the next point of my case is that i declared divorced as my legal marital status on all my previous years taxes so it will show on option c printout, i honestly thought that if the marriage was not registered in the canadian embassy that i was not considered "legally" married according to canada for tax purposes is this a problem?
lastly i have been considered a factual resident of canada for tax purposes while living in egypt does, and since airlines do not allow one to travel with two children under age two years alone i cannot leave until my husband gets PR (hopefully) so i just gave birth here and cant go apply physically from within canada but given my tax status and that im not allowed to work in egypt due to having a temporary resident permit does this allow me at all to be eligable to apply as NOT living exclusively outside canada since i maintained "significant residential ties" according to revenue canada? i will technically be in Egypt living with my husband but just on a visitor visa when I apply for sponsoring him as I came back after spending 3 months in canada on social assistance due to high risk pregnancy and came back mainly to give birth infront of my husband so he can be part of it. now i cant leave nor would breaking up the family when i need his support physically in caring for such young children so close together. i am no longer on any social assistance since i came to egypt after the 3 month period in canada.
we cant sleep or eat from worrying about all the different answers we get from lawyers consultants and cic, please help if you have any info or comments.

p.s. according to cic the child must be adopted to be a dependant i am pretty sure as there are no provisions appearantly for kids under guardianship alone to the knowledge of me and all consultations.
does this case need a lawyer (i cant afford one)...
