Greetings,
My parents immigration case has been refused on the ground of my older sister ´s mental retardation mild. According to visa officer she´ll be an excessive demand on canadian health and social services. Now if somemone could give me an advise, what kind of approach i shoul make in my appeal case?

There is a Federal and Supreme court case if you have the funds and the planning to overcome the health demand she can be let in.
There is alos another case where H&C applications used to be a two stage process, Stage one H&C grounds present then Stage two to ascertain if the applicant is admissable. Now they can not leave people like Mavis Baker in Canada for ever in limbo.
Not in the office but I should be able to find them.
