Hi,
I´m just about to apply to Canada using the simplified application process.
I´m appointing my Dad as my unpaid representative. However, he resides my home country, Damascus-Syria, where the Canadian Embassy is. (I´m living in another country, UAE)
My question is :
"Is the representative is someone who is supposed to be already living in Canada?"

a paid representative should be a CSIC member but unpaid representative doesn´t have this necessity.so your father can be your unpaid representative even if ha hasn´t lived in canada before.
