Hi there
Is it possible for me to visit Canada as a tourist, while my application for permanent residence is being processed? Where can I find out?

Yes you can visit if you are legally admitted to the country from where you apply. I just visited Canada on a tourist visa this December, my PR application was is process and is still pending.
