Subject: Adopted Children/Brother

Hello,
I have received IA and requested for more documents about my wife.
The issues is that I have a kid brother that I have being sponsoring back in my country for about 6 years, he is currently 20 years of age and about to complete his University Education.
Can I add him as my adopted child? Now that more information is being requested.
I am currently in USA.
