If the High comision of Canada or Canadian embassy in charge of Saudi Arabia (which I am not sure)is located in the UK and you have been admited legally for more that 1 year in Saudi Arabia you will have to apply through the Canadian embassy in the UK. Other wise you´ll have to apply from Pakistan.
Well, as far as I can see you don´t qualify as a skill worker.
However;
If you find a job in Canada and your future Canadian employer get a labour market opinion you may be elegible for a work permit.
Once you start working in Canada you can increase your points adding more work experience and also getting some Canadian work experience.
There is also a category called "Provincial nominee" which you may qualify depending on your experience and background.

(in reply to: I am in a trouble (Confused)) yes u need toa pply via the UK with the average processing time now averaging 40-45 mths. im also unsure if theyll recognise your distance learning education. 2 yrs experience and 1 bachelor doesnt sound enough to qualify for Pr, so i agree take some french classes to increase points.
why cant u get saudi citizenship, if youve been living there for so long im sure there must be a way of getting it.

Please help me (in reply to: I am in a trouble (Confused)) I am a Pakistani man living Saudi Arabia for 15 years and cannot go back to Pakistan. I am so eager to find any legal way to gain at least an entry visa to Canada.
I am willing to pay a legitimate and legal immigration lawyer any sum of money.
Would you please help me how I can make this happen?
