Subject: FBI fingerprints/ Police clearance certificate
  Hi folks,

I am happy to have come across this forum. Indeed it is very informative. I stayed in the USA ( st. louis Missouri)for a period of 3.5 years for graduate school. I am now back in my country and would want to immigrate to Canada. How do I apply and get the police certificate from outside USA. because it is a prerequisite in the canadian application process. Can I use the local US embassy? is there a way I can apply it online? Kindly advise.

Secondly, even though this does not apply to me. In case one overstayed say in the USA, say during a visit, can it affect his/her immigration process to Canada?

The forms you need for fingerprinting, also called "fingerprint cards", have the number FD-258 (blue print on white card stock) and can be ordered over the Internet. If you do a search on Yahoo or Google you will find places where you can order these cards.

If you are outside US, you will need to have your fingerprints taken by local law enforcement. They will stamp your fingerprint card with the name of the agency/entity, so FBI doesn´t think your neighbor took your prints in the backyard.

Once you have your fingerprints on the FD-258 cards, follow the same route as one from the US would do. If you do not know how to do it, look at the specific instructions for Buffalo instead, and read Appendix B-1. It´ll describe in detail what needs to be done. Do it soon, it takes a considerable amount of time for the FBI report to be returned to you (website states 16-18 weeks!), plus mailing it to Kenya, etc.

Overstaying your visa in the US will absolutely have NO EFFECT on your FBI clearance. I am out of status in the US, and I have just requested my second FBI clearance so far, without incidents. I overstayed by years, not weeks or months! FBI only looks for prior arrests, convictions, warrants and the like. Worry only if you had one of those in the US, otherwise ..relax! :)

Just download the fingerprint forms from the internet and complete them yourself - my wife and I completed them ourselves and they were accepted. We sent a copy of our passports as identification with the forms.

Make a couple of copies as fingerprinting is trickier than it looks. It took us three time each before we got a form with clear prints. Then just fill out the discriptions and other information as the form indicates.

I´ve heard of people printing the forms from the internet. Use thicker paper if you do that (similar to business card thickness).

Anonymous, are you saying you took your own fingerprints at home? Never heard of that one before :)

Does this mean a police clearance certificate is the same as FBI fingerprints? I wanted to know so that I can do it from here in Kenya before I start my application in the Canadian embassy here in Kenya.

When I talked to them they said they charge 3000Rs, compare that with 18USD FBI charges for issuing NO RECORD CERTIFICATE.
