I did applied my brother PR from India (New Delhi) 6 years back. After that he took the language test and he didn´t score good. But we did sent the scores to Canadian High commission immediatly...after that they ask us to fill the new application due to policay changes --we did nothing and we lost the hopes.
After 6 years, my brother called me and saying that he got "Interview" letter from Canada High commission - New Delhi.
That means my brother´s appalication is likely to be considered?

Congrats!
That means that his application is still in the processing queue and that it will be assessed.
Maybe you misunderstood the "new application" letter..

Your brother is probably being considered under the Transitional Provisions and will be assessed under the former act or the current act which ever is more beneficial to him.
Google Federal court decisions Dragan vs MCI or search under www.cic.gc.ca for transitional provisions.

Today I got scan papers of Immigration letter from my brother (India). These are the high lets?.
1) Letter said ?Your application will be accessed at interview under the IRP regulations or immigration regulations 1978 which ever is favorable to your case?
2) High commission also asks to complete the new application IMM8, IMM5406 and list of other documents and bring at interview at New Delhi.
Questions:
1) Even though my brother did badly in IELT (English language), is there is a chance to get through, if he do well in interview?
2) He is my biological brother, what kind of proof I need to send to him to get family sponsor points? (I am Canadian citizen)
3) At the end what are the chances my brother get immigration under old regulations?

1) He can retake the IELTS before the interview and bring the updated IELTS results to the interview.
2) Your brother can claim 5 adaptibility points because he has you in Canada. The only proof he needs is showing a certified copy of the birth certificates for both of you listing your common parents and a copy of the photo page of your passport.
3) It depends on the total points he gets at the end of the assessment, his health condition, whether he has settlement funds or not, etc.

My Brother may not able to take IELTS exam before interview beacuse interview sceheduled in a month.
I ask him and his wife to talk good in listen good and cross the fingers in Interveiw. In fact my Brother´s wife is more educated and more fluent in English but she is not a principle applicant (but she will go to interview with my brother).
Any other suggestions?? Please please help us. I am very thank full to your advise. God bless you all.
