I am trying to get a police certificate from Bangladesh, which seems to be pretty complicated and lengthy. I live in USA and I have waited several months already. Can i submit my application without the certificate and send it later?

You might wanna try calling to your embassy in US. Indians can get clearance from embassies. It takes about a month.
