I can tell you are still confused. It is only because your question was asked in a confusing manner, which in turn calls for a confusing answer.

Below are the answers and a few examples.

The simple answers are:
1. You can take the IELTS test up to 1 year BEFORE you submit your application, and at any time AFTER you submit the application.
2. IELTS results cannot be older than 1 year when submitted, UNLESS the test was taken up to 1 year before the date of your application.
3. General validity of IELTS is 2 years, but for immigration purposes the IELTS validity is only 1 year.

Examples:
Example 1)
- 01.01.2007 Take IELTS
- 01.06.2007 PR Application
OK!

Example 2)
- 01.01.2006 Take IELTS
- 01.06.2007 PR Application
IELTS TOO OLD!

Example 3)
- 01.01.2006 Take IELTS
- 01.06.2006 PR Application
- 01.10.2007 CIC requests IELTS
- 01.11.2007 You send IELTS from 01.01.2006
OK!

Example 4)
- 01.06.2006 PR Application
- 01.10.2007 CIC requests IELTS
- 01.11.2007 Take new IELTS
OK!

If you submit your simplified process application TODAY without the IELTS, and decide to take the IELTS any time between NOW and when CIC asks you to do it, that it OK.

You can also wait for CIC to ask you for the IELTS results, and take it after CIC asks you. This is also OK.

Either way, remember that your IELTS cannot be older that one year on the date you submit your application. If you submit your application today and your IELTS is already 1.5 years old, then you need to take it again.

Corrected Example #3:
NOT OK!

According to CIC, (i.e. Buffalo FSW Guide) "Language test results must not be older than one year upon submission."

I have given ielts on 16th June 2007 and I want to put my file now so can i eligible for that?

Hello,

Please can you advice me - I have sat for the IELTS in Nov 05, and I have submitted my application on Aug 06 without an IELTS. Now the CIC´s asking for IELTS, can I submit the IELTS that I got. When I was submitting my application to CIC the IELTS wasn´t 1 year old. Many thanks

According to CIC website:

"You can use language test results for one year from the time you took the test."
