Subject: ielts
  I have appeared for IELTS TEST and scored Total of 6.5 BAND.
Which is Less then what is required( 7.0 BAND).

I am not in a Position to re-appear for Test due to Personal Reason.

Given this Situation what is the Best Bet.
1) Should I Submit my IELTS Test Report with Less Band.
OR
2) Should I Take Risk of Canada Immigration
Taking My PR Application on the Basis of Not-Received IELTS Test Report.

"Roy" and Other Members is there any Suggestion for me...

Individual band is important and not the overall band.

7-9 in any of the bands will get you 4 points for that band. 5-6.9, 2 points, 4-4.9, 1 with maximum of 2 points.

You try to calculate your language points first and the decide future course of action.

my PR APPS BEING SHORT IN FEW POINTS( i.e. 2 points )...

Should I Submit my IELTS Test Report or not.

I mean should I take the Risk of assessing my Application without
IELTS tEST Report or send report with "LOW" points.

You still did not tell how many language points are you getting. There is no point in submitting immigration application if you are short of cut-off.

If you are only getting 10 points for language through IELTS you can try to submit written submission of your training in English and hope that you get more than 12 points from the immigration officer (some people get 12 from immigration officer).

If you can get another year of work experience then you may risk submitting the application cause IA usually takes sometime.
