Permanent Visa previously issued

Subject: Permanent Visa previously issued
  Hello,
Recieved permanent visa (as U.S. citizen)12 years ago but returned it, not moving due to unexpected circumstance then. Have now just re-applied (Dec., 04). Would anyone know if previous issuance has a positive affect on subsequent re-application? Or will they not care one way or another?

I thought it will have negative effect. At least you cannot get interview waiver now. They will ask you why you gave up previous PR. It is suscipious you really want to immigrate to Canada, since you gave it up once they give you the opportunity.

The application scenario right now is extremely different compared to the one 12 years ago. Have you checked the CIC website if you are still qualified to apply because there are really a lot of changes esp. in the skilled worker class.

If you reason makes sense then there is no reason your application should not be treated differently. Again you need to come to that point in order to explain yourself.

Thanks all. I realize skilled worker qulaifications have changed and have checked that out, thanks. To Anonymous, there´s nothing suspicious about making a decision change when personal circumstances and events change. I believe Canadian immigration law is fair and analyzes applications based on current qualifications and background, not on irrational suspicions.
