can i change my last name after i get the PR card of canadian immigration. if yes , what is the procedure????

Yes, you can change your name at anytime of your life.
I believe you should contact a lawyer in your city to change name. I am sure there are cheaper ways... I just have to explore those.
I am also thinking of changing my name from Almost Perfect!! to Perfect!!...LOL
