Less then 67 points??

Subject: Less then 67 points??
  I am a Canadian Citizen, well established.
My Brother has applied as an independent immigrant.
He received his medicals and a letter requesting him to take the language test.
My question is;
Let say that he doesnt do well in his test and gets in total 64-65 points, what his chances to be approved?
Is there anything I can do from this end to help him?
Will writing a letter to the embassy help?
I am 100% conviced that given the chance to immigrate to Canada he will be a productive citizen to the Canadian society.

well, you brother did not submitt any supporting document to prove his fluency in english thats why they asked him to appear in the test. I would suggest that along with the submission of the scores you get letters from his teachers from school, college, university that he is fluent in english and submitt them and writing a letter to embassy providing your support is always helpful but DO NOT comment any about english. A letter from you should only suggest your support in terms of employemnts serach, accomodation, food etc.

Letters from his teacher, employers (if any) should be about his communication skills. If he has done some writing like research papers, presentations etc, he should also submitt the records of those.

This will defintely help. I did not go for any language tests because i submitted all these documents at the time i submitted my application.

Visa Officer has the authority to approve the application even if the scores are lower but he/she needs to be convinced and i have told you how to convince him/her.

while the final disgression is the immigration officers, I have not heard any reports of a sub 67 point application being approved. Hopefully your brother has claimed points for family in Canada- that is the most you are allowed to assist.

I would suggest he make sure he gets the points he needs on his language scores. There are simply too many applicants waiting for entry into Canada to base entry on family connections alone.

Did he submit written proof of English language proficiency? If he did, order CAIPS to see how many points he has been awarded for English and you can decide what to do next.

Once you submit IELTS score the officer will only use IELTS to award you language proficiency points no othe written evidence is considered.

The visa officers can give you immigration if you score less than 67, if they use positive discretion. This happens in rare cases or in some cases when say you are about to finish your Master´s and have only submitted a letter that you are going to finish in next few months instead of transcripts and degree certificate.

Do not leave anything on visa officer´s "positive discretion".
