  Hello Knowledgeable people,
My application for the canadian PR hinges on the IELTS score. My overall band score is 7.0, but my reading comprehension score is only 5.5. In all the sections except the reading comprhension I have 7.0 or above 7.0.

Do you think I will get 16 points for English Proficiency? I requested the consulate people to be kind enough to give me 16 points. Will it happen?

I have also claimed points for the proficiency in French. They have asked me to take the IELTS but not the French test. What is the meaning of this?

If I get the maximum points of 16 for English, I will have 68 points even without French. Will they give me 16 points for English, in view of my overall band score of 7.0, although I scored only 5.5 in one section (reading comprehension)

Please share the experiences.

Once you submit IELTS score, visa officer is bound to use them. You can request them to award 16 points but will only get 14 points. One thing you can do is to retake IELTS before they do your initial assessment, then your latest scores will be considered. On what basis did you claim proficiency in French? You may be asked for TEF also if the visa officer feels that your stated proficiency in French is not your actual proficiency, i.e., the documentation you submitted did not satisfy the visa officer.

A score of anything under 7 will award you only 2 points on that section. When following the rules, the immigration officer cannot be ´kind´ but will be ´just´. You have the opportunity to retake the test. You can inform them that you will retake the test and send the scores asap. Also, you claim french proficiency. Take the french test and get points for that.

Besides IELTS score I have submitted other proofs of English proficiency such as GRE verbal score and TOEFL scores.

My GRE Verbal is 88%. My TOEFL (old format) score is 603 and 6/6 on a written section.

Will it not be just for me to expect 16 points for English proficiency? I think being kind is also just. I have sufficient skills to deserve 16 points for English because, apart from IELTS, GRE & TOEFL, I also taught English composition to American freshman level students. I don´t know how I screwed the reading comprehension test in IELTS. Sometimes things happen in an explicable way.

If it is necessary, I will take the French test if the consulate asks me to.

Being just is not a blind process, nor kindness antithesis to justice.

In your case, visa officer has to follow the law. Kindness could have played a role in case where the officer was evaluating your file based on written submission alone. Apparently, kindness did not work as you were asked to take IELTS. You can either retake IELTS or take TEF or hope that you get minimum 1 point for French. I know its bad but thats how the system works.

I think the laws of evaluation of English proficiency is not very rigid, as you claim. The officer can use his discretion, given the other proofs of English Language along with the IELTS score. The laws is always subject to the interpretation by the enforcer. The laws in the Western countries are always flexible.

He can give me the maximum points for English and yet comply fully with law.

In any case if need be, I will take TEF but not repeat IELTS.

You try to justify very narrow meaning of law and sound so discouraging.

You may not know but I know how you screwed up your reading comprehension. You were arrogant and thought you know too much before reading all...just as you are on this forum. This forum is to help strayed people like you. People spend a considerable amount of their valuable time to help people like you. They dont come here to help and hear B.S!

If you have a brain which thinks it knows too much, this forum is not for you. It is for people who need help and at least offer thanks in return.

First you ask people what they think and when they try to help you, you speak B.S.!

Kindness is not antithesis to justice but you cant always be kind and just...

None of us is handling your case. If you want to argue, go to the immigration officer.

unless your native tongue is english, a written submission is not likely enough to award full points.

Like it or not, there is one test that CIC recognizes for scores - IELTS. There are strict guidelines about points awarded. This was to avoid bribery, begging, arguing, and reliance on an IO to use thier best judgement. CIC clearly states that an interview will not be used to judge language proficiency. Either IELTS says you have 16 points or you don´t have 16 points - period.

You can talk all you want about what is just or what they SHOULD do. What they WILL do is follow the rules and you can yell and scream all you want - it will not change the outcome.

If you want to improve your language score, study and take IELTS again. As for the French - you may or may not have been awarded the points- it would depend on what you used to substantiate your claim.

It is well known fact that getting high IELTS scores is harder that getting high TOEFL scores. Plus, the CIC clearly stated that they don´t consider TOEFL or any other English proficiency exams except IELTS.

Thank you, all for your responses.

You may all talk about this rule or that rule. Could you please provide me link where it says the consular office can´t use his discrtetion? I have not been to Canada but US visa depends a lot on how the immigration officer evaluates the applicant´s documents.

Go to page 17 of this manual. You will get your answers. As I said in my earlier post that if you submit IELTS results visa officer has to use the score to evaluate your abilities.
