I am getting conflicting answers
I just recieved my FBI clearance can I open it or must it be mailed to immigration canada unopened?

Of course you can open it. It contains the the blue fingerprint card which you sent to them. If your record is clean then the card has a little "no arrest" or "no record found" stamp on it. Take that card and send to the the immigration office.
