does anyone know what happens when a person has both US green card and Canadian PR? What are the implications ? Can he maintain both?

I guess you can if you are employed by a Canadian company but located in the Sates, which mean you pay taxes to the Canadian government but you are physically located in the Stated.
One point you should be careful about is, when you enter the states and the American immigration officer sees the Canadian PR on your passport, they usually ask about your current location, if you say Canada, they may revoke your GC. If you get such question, always say America if an American officer asks you and Canada if Canadian asks you. Canadians usually don´t ask these sort of stupid questions :)
