For no reason? Man! There are 800000 applications in line! Besides it is stated in the processing times that it will take about 60 to 65 months for the process to complete!

Almost Perfect!!

Its mainly because the quota system being followed by CIC. To make it a little better the system should follow approach like Australia, Singapore, New Zealand, etc. where the immigration is centrally processed so where you are from does not matter. CIC has this policy before where you could send application to any Canadian consulate but its no longer valid. It is equivalent of discrimination but what can you do? Laws are "laws" we have to follow them.

how can you say it is discrimination. Canada wants people from all parts of the world not just one. How else would you suggest they do it?

True, Canada wants people from all parts of the world. But a Chinese applying from China has to wait for 5-6 years, however if he applies from Buffalo or Vienna he can get it very soon. The numbers of PRs to be accepted from different visa posts are also not evenly distributed. Also, Canadian government has not even once admitted that it is using a quota system for visa posts.

GET YOUR FACTS STRAIGHT.

PROCESSING TIMES INCREASED BY 500% IN ONE DECADE AND NOT ONE STAFF MEMBER LESS, NOT FEWER APPLICATIONS per year. THIS WAS ALL CAUSED BY NOT WANTING CERTAIN INDIVIDUALS GETTING TO THE FRONT OF THE LINE AND THE LIBERALS BLAMED THE AUDITOR GENERAL. google auditor general report 2000 immigration

1996 TO COMPLETE 80% OF ALL APPLICATIONS (FEDERAL SKILLED WORKER) ALL VISA POSTS----13 MONTHS

iN 1999 AFTER PASSING A POLICY TO not WAIVE ANY OFFSHORE APPLICATION AND THAT THEY HAD TO INTERVIEW ALL OFSHORE APPLICANTS IT JUMPED TO ----25 MONTHS

NOW IT IS ----64 MONTHS

BIG THINK IS CANADA NO LONGER HAS A FOREIGN DEBT.

AUDITOR GENERAL NEVER RECOMMENDED REGULATION 11

Roy,

What is the explanation for huge backlog at certain visa posts and faster processing at the others? Is it not because of the number of PRs allocated to each visa post?. Otherwise a person submitting application at Vienna and another submitting at Buffalo at the same time should get PR at approximately the same time but it is not so. If this is caused by lack of staff, as has been admitted by the government then it should have been addressed long time back. This is what I meant by discriminatory. Regulation 11 only increases it.

I have not gone through the article you sent me but I am just trying to explain what I meant so excuse me if I am out of touch.

Canada sets and annual immigration limit. Based on previous years applications, it also looks at how many applications will be processed from each country. In the interest of multiculturalism, there is a quota rather than first in the system being the only criteria. This may change at some point and it may change further depending on how Canada copes with not getting the skills it is needing.

By far the largest immigration stream is coming from India, Pakistan and China.

If more people want to immigrate each year than there are spaces... what do you think should happen?

baath, the annual quota is based on how many people Canada believes it can employ and absorb in any given year. We are still living with high levels of unemployment and a slow economy. Just because you want to move here does not mean we are obligated to accept you.

look at our permanent immigration levels compared to the US. We are bringing in almost 1% of our population every year. How many would you suggest is reasonable?
