Hi

My brother is working in UAE for a long time and he doesn´t have family status visa in UAE.

Does he Can Apply Under skilled worker Category from Abu dhabi.(throgh London Office).

Point is calculated on the basis of age, education, english language proficiency, etc.

If your brother has enough points (presently 67), he can apply.

Hi,
I understand Even if he has No family Visa he can apply from UAE, is it?
On my Assessment he gets 67 points.

is IELTS is Must for language proficiency?

and Does it Makes any Difference if his Gruadtion and Working are in Diffrents subjects?

It is better that he take IELTS. IELTS ensures that the points he gets will be based on his scores for IELTS and not left to the discretion of the official processing the application.

An IELTS score of 7 for each category, ensures that he get the full 16 points in English Proficiency.

Nope, it doesn´t matter whether his graduation and his present job is unrelated.
Check his NOC code for the jobs.

"your work experience must be Skill Type 0 (managerial jobs), A (professional jobs) or B (technical jobs and skilled trades) on the Canadian National Occupational Classification (NOC);"

You dont need family status in Dubai to apply for canadian migration. (They dont even want to know your present salary.)

But if you want to add your wife as a dependent. I think she also has to be here in dubai to add her as a dependent in the application. I am not sure on this, you can make a call to any of the migration consultants here to get this point clarified.
