Social Insurance numbers are permanent (in reply to: alberta)
Revanth:

Your SIN card number is a permanent number, I´ve had mine since 1964.........It identifies you to the Government, for income taxes. It also is a proof of your Immigration status in Canada, along with the Permanent Resident card.

Alberta requires you to write a knowledge test, and take a road test, before you can drive there. Each Canadian Province has it´s own set of rules about driving and how to get a driver´s permit. Only drivers from the USA and Great Britain are allowed to simply swap their old permits for a new one here.
