Subject: ielts request: how does it work?
  Looking through these forums, it appears that many applicants get IELTS requests, after presumably having only submitted a written explanation of their language abilities. Does CIC have to make an IELTS request, if the written evidence is insufficient? Is it just a courtesy? Have there been cases where the applicant just gets awarded points based on the written submission alone? And if so, how does CIC decide when to ask for IELTS and when to just allocate points based on the written submission alone?

if you are asking for 16 points for language and it is not your mother tongue, and your written submission is not compelling, CIC may do one of 2 things - assign you fewer points (that is the chance you take with a written submission) or give you the opportunity to technically verify your fluency through IELTS.

If your written submission is compelling on its own, and it makes sense to the officer, they will not likely ask you to take the test.

this issue is discussed in the CIC operational manuals. The entire purpose is to remove the discretion away from the CIC officer. You do not have an opportunity to prove your fluency during an interview.

So which option (of the two you list below) that is decided on is up to the discretion/ whim/ whatever you want to call it of the officer, yes?

I suspect it depends on your overall points. If you are borderline 67 and you need all 16 for language, they may ask you to supply IELTS. If your in the 70´s and 12 or 16 points will not affect your 67 threshold... perhaps they just say OK, this guy passes with 12 - so they accept the written submission.
