My name is Rona I am Egyptian interested in immigration to Canada under skilled worker category.
My question is I have a bachelor degree in Electrical Engineering after that I got a postgraduate degree (Higher Diploma) in the same field from the same collage for two years by this i will be completed 18 years full study, by this am I be able to get full 25 point for immigration to Canada or what will be my
education points according to the information given.

You have to find out the how your higher diploma compares with Canadian Master´s degree. If it is same as Master´s degree then you will get 25. This I am saying cause in a lot of countries diplomas are actually degrees while in others they are not.
