I am in Canada and have applied for SW immigration at the Buffalo office.
When is the best time to request CAIPS?(to know my points for language as I wrote a letter)
Please share your experiences.

The best time is when you have received an IELTS request letter. Usually it is issued if the immigration officer is not satisfied with the written proof.

I got the IELTS request the second day after my AOR?
Should I wait couple more months(2.5 months now since AOR) before getting CAIPS?
Would CAIPS slow down my process or affect my application in any way?

Did you take the IELTS already? You should have ordered the CAIPS immediately after you got the IELTS request, if you submitted a written proof for language proficiency.
CAIPS request does not slow down your application.
